Can I register my vehicle in Blue Hill?

  • You must be a Blue Hill resident. We are unable to process any of these transactions for anyone whose legal domicile is not in Blue Hill. Please be prepared to show proof of residence (with your street address, not PO box).
  • We can only register or renew trucks up to 100,000 pounds. If your vehicle is heavier than that, please visit our office first to pay your excise tax, and then we will send you to a BMV branch office to complete your registration.
  • We are only able to issue certain types of license plates. Certain plates, including any with the Disability insignia, are only available at BMV branch offices. Please feel free to call ahead to confirm if we have the specific plate you need. Regardless, you will need to visit our office first to pay your excise tax, and then we might send you to a branch office to complete your registration. Once you have your license plate, we can process renewals in our office.
  • We carry specialty plates (e.g. Conservation, Lighthouse, Lobster, etc.), but we cannot issue vanity plates (where you choose your own text). If you would like a vanity plate, please complete your registration with a plate from our inventory, wait 30 days, and then use this online portal to purchase your vanity plate.

What do I need to bring?

That depends on the type of transaction! Please see below. If your situation does not match any of these, please call the clerks’ office and we can advise you.

Renewal – Registered in Blue Hill last year
  • Prior year’s registration (or know the license plate number and name, date of birth, and address of all registrants)
  • In-date insurance card showing date range and VIN
  • Current odometer reading
  • The actual owner(s) do not necessarily need to process this transaction; anyone who can provide the above may do it for them.
  • You may process this transaction through Rapid Renewal. All other transactions must be completed in-office.
Renewal – Registered in a different Maine town last year
  • Prior year’s registration (we’ll need to see the actual yellow card or a copy of it)
  • Proof of Blue Hill residence
  • In-date insurance card showing date range and VIN
  • Current odometer reading
  • The actual owner(s) do not necessarily need to process this transaction; anyone who can provide the above may do it for them.
Renewal – Registered outside of Maine last year
  • Prior year’s registration (we’ll need the actual, physical registration card)
  • Out-of-state title (we’ll need the actual, physical document. If your lease- or lienholder has it, that’s okay; we will provide you with a document to mail to them)
  • Proof of Blue Hill residence
  • In-date insurance card showing date range and VIN
  • Current odometer reading
  • All actual owner(s) will need to come into our office to sign paperwork. If they need to send someone else in their stead, their designee must have power of attorney.
New purchase/lease – From a Maine dealership
  • Bill of Sale showing sales tax and title fee collected
  • Owner’s Copy of Application for Certificate of Title (make sure that the “Title Number” and “State of Origin” boxes are filled out; if not, please contact your dealer)
  • Monroney label (window sticker), if brand new car
  • Leaseholder information, if leased

  • Previous owner’s title, if car is less than 26 years old (make sure that the previous owner has put their name, address, and signature, as well as the odometer reading, in the transfer-of-ownership section. You should also fill out the buyer and lien information. If you have a lien, your lienholder may have taken your title and given you an Owner’s Copy of Application for Certificate for Title; that’s okay, just bring that in instead)
  • Bill of Sale (must contain buyer(s) and seller(s) names, addresses, and signatures; vehicle year, make, model, VIN, and odometer reading; date of transaction; and purchase price. You may write your own or use our form)
  • Proof of Blue Hill residence
  • In-date insurance card showing date range and VIN
  • Current odometer reading (if different from Bill of Sale and title)

Lost Plates/Stickers/Registration
  • If you lost your plate(s), bring in your registration and remaining plate (if applicable). We will report the plate(s) missing and issue new ones.
  • If you lost your stickers, bring in your registration. We will issue duplicates.
  • If you lost your registration, bring in your plate number and the names, dates of birth, and addresses of all registrants. If the registration is in-date, we can issue a duplicate. If it is expired, we will need to renew it.

Frequently Asked Questions


Q: I traded in my old car. Can I keep the same plate?

A: Yes, but only if the old car was registered to the exact same people as the purchasers of the new car. If the old car’s registration is expired, your new car will have a new registration month (the month you come in and make the transfer). If the old car’s registration is not expired, you have the option of keeping the old car’s expiration month and transferring the excise tax remaining on it to the new car. Depending on how much time remained on the old registration, that option may or may not save you money; the clerk will explain your options when you come in.

Q: Do I need commercial plates?

A: Commercial vs. passenger plates depend on the weight of the vehicle, not the intended use. Passenger plates (including specialties) can be registered for 6000 lbs., or, if it’s a pickup truck, 10,000 lbs. If you intend to carry or tow loads that will make your vehicle heavier than that, you will need commercial plates. Of course, commercial plates can also be registered for 6000 or 10,000 lbs., so you can opt into them if you or your insurance company would prefer.

Q: The person from whom I bought my car never registered it, so the title is still in the name of the person from whom they bought it. How do I proceed?

A: Make sure that the person named on the title and the person from whom you bought it both filled out the transfer-of-ownership section of the title, and that you have the Bill of Sale between them. Then, come into the town office and ask for a Transfer of Ownership (MVT-16) form, which is basically a duplicate of that part of the title; fill it out just like the title, but between yourself and your seller. Bring the title, MVT-16, and both bills of sale into the office: we need to be able to show the full chain of ownership from the last titled owner. If three or more sales have taken place since the car was last titled, we will take your excise tax and then send you to a BMV branch office to complete your transaction. If the car is more than 25 years old, it does not need to be titled, and we only need to see the chain of Bills of Sale.

Q: I’m out of town and can’t come in to register my new car. Can someone else do it for me?

A: We require your signature on some documents, including one that cannot leave our office until it is signed. The only way someone else can do it for you is if you give them power of attorney to sign on your behalf, and they bring in all of the necessary documents named above as well as their POA documents. Of course, the car doesn’t need to be registered until you’re planning on driving it, so it can probably wait until you’re back in town. This does not apply to renewals – anyone can do those on your behalf as long as they can produce the required documents.

Q: What if my new car is an antique?

A: If it is more than 25 years old, it will not need to be titled. If it is more than 35 years old, you may choose to register it as an antique, which reduces the inspection requirements. In order to do so, you will need to complete an Antique Auto Affidavit, which includes the plate number of your primary (non-antique) vehicle. We cannot look that up for you, so please be sure to check before you come into our office. If your vehicle was manufactured before 1980, it will not have a 17-digit VIN, meaning that we cannot look up everything we need in our office and will need to call the BMV. That phone line is only open between 9:00 AM and 12:00 PM, so please be sure to come into our office during those three hours.

Q: How do motorcycle registrations differ from car/truck registrations?

A: Only motorcycles with engines of at least 300 cc need to be titled. All motorcycle registrations expire in March.
